The biggest factors are whether the layout is changing (moving plumbing costs more than keeping it in place), the condition of the existing waterproofing membrane, and the fixtures and finishes you choose. A like-for-like refresh in the same layout is generally more affordable than a full reconfiguration.
In a smaller bathroom, large-format tiles can make the space read bigger, and keeping the existing layout (rather than moving plumbing) keeps costs down while still delivering a full refresh. A well-chosen vanity and good lighting do a lot of the visual work without a bigger budget.
